Declaring June 1st Phil and Sala Burton Day in San Francisco. WHEREAS, The United States has recently rejoined the United Nations Educational, Scientific and Cultural Organization that states in its constitution: “That since wars begin in the minds of men it is in the minds of men that we must build the ramparts for peace”; and, WHEREAS, President John F. Kennedy in a speech at the American University in June 1963 stated: ”and is not peace in the last analysis, basically a matter of human rights – the right to live our lives with fear of devastation – the right to breathe air as nature provided it – the right of future generations to a healthy existence”; and, WHEREAS, I is in the interest of the United States to explore the relationship between human rights, labor and environmental norms and peace; and, WHEREAS, The San Francisco Bay Area has a wealth of talent and resources in its world renowned universities, colleges and institutes, local government, non-profit and business communities, that it can make a major contribution to the cause of advancing universal human rights; and, WHEREAS, Phillip and Sala Burton represented San Francisco in Congress for more than twenty five years and dedicated their lives to promoting economic and social justice and sponsored the legislation that assured that the Presidio of San Francisco would become a national park when it was declared surplus to the needs of the Army; now, therefore, be it RESOLVED, That the San Francisco Board of Supervisors supports the two-year development plan for the Phillip and Sala Burton Center for Human Rights at the Presidio National Park; and, be it FURTHER RESOLVED, That the Board of Supervisors hereby declares June 1st, 2006 Phil and Sala Burton Day in San Francisco.
